Mr Elyas Abdi Jillaow, Director General
Mr. Elyas Abdi Jillaow is the Director General in charge of the technical wing of the State Department of Early Learning and Basic Education responsible to the Principal Secretary, State Department of Early Learning and Basic Education.
Mr. Jillaow was born in Rhamu, Mandera County. He went to Rhamu D.E.B. Primary School for his Primary Education and later graduated in 1989 from Wajir High School for his Secondary Education.
Mr. Jillaow has a Bachelor of Education (Second Class Honours, Upper Division) from Moi University. He attained a Master of Education (Planning and Economics of Education) from Kenyatta University in 2007. He is currently pursuing a PhD (Education Administration and Planning) at the Catholic University of Eastern Africa (CUEA).
Mr. Jillaow taught at North Eastern Province Technical Training Institute and served as a Deputy Principal at Sheikh Ali High School, Mandera County. He was the Principal, Furaha Mixed Secondary School from 2000 - 2007. He was also the Principal, Wajir High School from 2007 – 2012.
Mr. Jillaow later moved to the Ministry of Education headquarters where he worked as a Deputy Director in the Directorate of Policy, Partnership and East African Affairs after appointment by the Public Service Commission of Kenya (PSCK)
Mr. Jillaow served as the Ag. Chief Executive Officer (CEO) in the National Council for Nomadic Education in Kenya (NACONEK). He subsequently rose to become Director, Projects Coordination and Delivery in charge of all donor funded Projects in the Department of Basic Education.
Mr. Jillaow was appointed by the Public Service Commission in May 2018 as the Director General of Education. He leads all technical Directorates in the State Department of Early Learning and Basic Education.
Mr. Jillaow is currently a member of the Board of Global Partnership of Education (GPE) based in Washington D.C. representing 11 Anglophone African Countries.

Mr. Jillaow has expertise in the following areas: Project Management, Economics and Planning of Education, Development of Education Sector Plans and Curriculum Implementation. Conduct of Joint Education sector reviews, evaluation of public education systems, institutions, programmes and projects, developing legislation for good governance in education, and developing guidelines for implementation of laws and regulations in the Education sector.
Mr. Elyas Abdi Jillaow has expertise in the development and implementation of training programmes for education managers and policy makers (including delivering education decentralized and in devolved system of governance).
