OVERVIIEW
Provision of skills and competencies is critical for the development of hands-on workers and a skilled human resource base for national development. Technical and Vocational Education and Training (TVET) institutions are responsible for offering programmes that equip the graduates with quality and relevant skills and competencies to meet the needs of the labour markets.
The Constitution of Kenya provides under its 2nd schedule that upon devolution TVET institutions shall be under the responsibility of the National Government whereas the village polytechnics, craft centres and farmers training centres and by extension similar institutions that train operators in vocational trades and skills, shall be under the responsibility of respective County Governments. Arrangements are underway to decentralize the operations of the Ministry including TVET to all the 47 counties.

Directorate of Higher Education
University education is one of the most rapidly expanding sub-sectors of the Education sector in Kenya. Demand for university education has continued to increase with many students who are unable to be absorbed in Kenyan Universities seeking admission in institutions of higher learning outside the country.
The Directorate of Higher Education in the Ministry if Higher Education, Science and Technology has taken this challenge in stride. Constituent University colleges and campuses affiliated to universities have been established to expand access to higher education.
Currently we have 7 public Universities, 18 private Universities of which 11 have received university charter and the rest are on letters of interim authority. This number is expected to increase.
Some middle level colleges have been upgraded to campuses and constituent colleges of public universities. They include:

- Pwani University College - Kenyatta University
- Kenya Polytechnic - University of Nairobi

Other efforts in the pipeline for making Kenyan higher education competitive and of high quality standards include:
- Restructuring and strengthening of the Commission for Higher Education (CHE) and Higher Education Loans Board (HELB)
- Establishment of an Open University of Kenya.
- Improvement of governance in public universities.
Functions of the Directorate of Higher Education
- Formulation and review of policies on Higher Education in collaboration with Commission for Higher Education (CHE), Higher Education Loans Board (HELB) and other relevant institutions and departments.
- Co-ordination of plans and budgets from public universities in collaboration with CHE and other departments.
- Initiation, promotion and implementation of Cultural, Technical and Scientific cooperation with other countries in liaison with the Ministry of Foreign Affairs.
- Administration of scholarships offered by friendly countries.
- Coordination of matters related to local and overseas universities education.
- Disbursement of grants and bursaries to local and overseas university as well as regional and international institutions and organization that are linked to the Ministry of Higher Education, Science and Technology.
- Joint formulation and implementation of policies on East Africa Community, Inter-University
- Council of East Africa (IUCEA) and African Institute for Capacity Development (AICAD).
- Coordination of admission to public universities in liaison with Joint Admission Board (JAB).
- Facilitation of appointments of Education Attaches to Kenya Missions in Paris, Moscow,London, Delhi and Washington
- Coordination of Student Exchange Programmes for university students, and clearance of students proceeding for university education overseas.
- Facilitation of acquisition of travel documents for students wishing to travel outside the country for studies.

Technical And Vocational Education and Training Authority(TVETA)
The Technical and Vocational Education and Training ACT (TVET) Act 2013 No. 29 of 2013 was assented to by the president on 14th January, 2013. The Act establishes A Technical and Vocational Education and Training Authority.
Dr. Kipkirui Langat - DIRECTOR GENERAL / C.E.O
Langat was appointed the first Director General of TVET Authority on 30th April 2015. He is joining the Authority with wealth of experience from both public and private sector. He has close to 20 years’ experience in TVET sector having joined Rift Valley Training Institute as Assistant lecturer in the Department of Automotive Engineering in 1996. He was promoted to a position of lecturer and appointed head of Department in 1998. He joined Eldoret Polytechnic in 2002 as a lecturer in the Department of Mechanical Engineering before being appointed Deputy Dean of students a year later. In 2004 he joined Egerton University as a lecturer in the Department of Industrial and Energy Engineering. While in Egerton University, he was instrumental in implementation and reviewing Bachelor of Industrial Technology programme where he was programme coordinator, and Examination and Timetabling officer until 2008. In 2009, he was appointed programme coordinator for Twinning Programme between Western Michigan University, USA and Egerton University. He was also among a team of experts who developed Bachelor of Technology in Mechanical Engineering and Bachelor of Philosophy in Mechanical Engineering at the Technical University of Kenya. He was a subject panel for Diploma and Higher National Diploma in Mechanical Engineering between 1999 and 2004 at Kenya Institute of Education.
In the last 10 years, Dr. Langat has been working with United Nations Environment Programme (UNEP) in developing policies and guidelines for transport emissions in East Africa Region. He was instrumental in the training of motor vehicle inspectors in Kenya and Rwanda. Since 2014, he has been advising East African Community in harmonization of standards for importation of used motor vehicles in the region. He is a member of Technical Committee on Road Transport Standards at the Kenya Bureau of Standards and a consultant for Boston Garage Equipment UK since 2007. He holds Bachelor of Education in Technology Education, Master of Philosophy in Technology Education (Automotive Technology) and Master of Business Administration (Strategic Management) all from Moi University, and Doctor of Philosophy in Engineering Systems and Management from Egerton University. He is a fellow member of Institution of Engineering Technologists and Technicians (IET) of Kenya. He has widely published in the areas of transport emissions and TVET.

THE FUNCTIONS OF TVETA
- Accredit and inspect programmes and courses;
- Advise and make recommendations to the Cabinet Secretary on all matters related to training;
- Determine the national technical and vocational training objectives;
- Promote access and relevance of training programmes within the framework of the overall national socio-economic development plans and policies;
- Prescribe the minimum criteria for admission to training institutions and programmes in order to promote access, equity and gender parity.
- Recognize and equate qualifications awarded by local or foreign technical and vocational education institutions' in accordance with the Standards and guidelines set out by the Authority from time to time;
- Develop plans, and guidelines for the effective implementation of the provisions of the TVET Act;
- Establish a training system which meets the needs of both the formal and informal Sectors,
- Collect, examine and publish information relating to training;
- Inspect, license, register and accredit training institutions;
- Advise On the development of schemes of service for trainers;
- Assure quality and relevance in programmes of training;
- Liaise with the national and- county governments and with the public and the private sector on matters relating to training;
- Undertake, or cause to be undertaken, regular monitoring, evaluation and inspection of training and institutions to ensure compliance with set standards and guidelines;
- Mobilize resources for development of training;
- Ensure the maintenance of standards, quality and relevance in all aspects of training, including training by or through open, distance and electronic learning;

TVETA BOARD
Directorate of Youth Training
The Department was established in January 2007 as one of the Technical Departments of the Ministry of Youth Affairs and Sports. The Department was assigned mandates of Revitalization and refurbishment of Youth Polytechnics. This mandate has since been assigned to the Ministry of Education, Science and Technology vide Executive Order No.2/2013. The specific functions of the Department are:
To develop the National Policy of Youth Polytechnics and Vocational Sector;Develop, implement and review the National Vocational Certificate in Education and Training (NVCET) curriculum;Equip youth with technical, vocational, life skills and entrepreneurial skills;Construction, rehabilitation, equipping and expansion of Youth Polytechnics;Empower youth with ICT skills;Facilitate training and preparation of the youth for Nation building through leadership training;Coordinate youth organisations in the country to facilitate Youth Training Agenda through structured organisations, collaborations and networking;Management and development of staff and Instructors;Management of the Subsidized Youth Polytechnic Tuition (SYPT); andManagement of Top-up-Grants to Instructors employed by the Board of Governors (BOG) in registered public Youth Polytechnics.
