Performance Contracting-Ministry Commits to Improve Services

Performance Contracting is an integral tool in the Public Service Management.

Speaking at CEMASTEA Karen during signing Performance Contracting for FY2024/25, Education Cabinet Secretary Julius Ogamba said Performance Contracting reflects commitment to providing inclusive and equitable quality education, training, and research to citizens as well dedication to driving excellence within public.

Presiding over the official launch at CEMASTEA centre Nairobi, Education Cabinet Secretary Julius Migos Ogamba said the exercise is crucial powerful tool that will drive accountability, transparency, and efficiency within organizations.

“By signing this contract today, we are committing ourselves to being both accountable and responsive. We pledge to deliver concrete results that will directly impact the lives of all citizens across Kenya” Said CS Ogamba

He said the Performance Contract signed was guided by several key frameworks following the 2024/25 Performance Contract Guidelines, ensuring that our priorities are aligned with the Government’s strategic direction and focus on measurable outcomes.

CS Ogamba observed that as a government, understanding accountability to citizens is paramount since the people of Kenya expect results, thus the duty to deliver and promise to work tirelessly to provide inclusive and equitable quality education, training, and research to citizens.

The education head reiterated that he will ensure meticulous monitoring of progress, address challenges, and make the necessary adjustments to achieve the set targets.

He commended the collaboration and continued support and dedication saying as a team, the Ministry will bring the promises made in the Performance Contract to life, and together, build a Kenya where education is a driver of the country's economic growth.

CS Ogamba appraised the President and the government for unwavering support in providing, promoting, and coordinating competency-based equitable education, training, and research for sustainable development.

He commended those who surpassed their targets in the FY2023/24 Performance Contracting period, cautioning and challenging underperformers to deliver and impact the social economic wellbeing of Kenyans.

“My office will continue to support you in implementation of your projects and programmes in order to achieve the National Goals of Development. We are however alive to the fact that resources are scarce” Said the Education CS calling for innovative strategies and prudent management to ensure that services are effectively delivered to Kenyans despite the scarce resources.

CS Ogamba emphasized the need to prioritize projects and programmes that have high impact and deliver quick results with minimum resource requirement including the completion of pending projects.

Ogamba clarified that the Ministry has an oversight role of over Twenty Five (25) State Corporations and Statutory Boards with a wide range of functions which significantly impact on the economic development of this country.

He said these agencies perform critical delegated role and are instrumental in enabling the Ministry to meet its mandate of inclusive quality education, training, research, science, technology and innovation for sustainable development.

The role of State Corporations as actors in Bottom-Up Economic Transformation Agenda from regulation to delivery of final products to the consumer impacts greatly on the performance of the Education sector and the entire economy.” 

Ogamba took note that a number of SAGAs are facing challenges where his Ministry was committed to continue support to deal with the challenges calling on them to redouble their efforts towards generating own resources to complement the support from Government.
