PS Belio Bids Basic Education Heads Farewell

His Excellency President Dr. William Ruto recently instituted changes to the re-organization of government as per Executive Order No. 1 of 2025. The Principal Secretary Basic Education Dr. Belio Kipsang was re-assigned duties to the State Department for Immigration & Citizen Services.

Over 22 senior officials from the State Department for Basic Education drawn from both the technical and support services convened to bid farewell to their outgoing Principal Secretary Dr. Belio Kipsang whom they described as a tower of hope.
''You are a true African Father, who punishes with the left hand and embraces with his right hand'' the group representative said

PS Dr. Belio assured the officers that all will be well since he laid a firm foundation guaranteeing that the incoming PS Ambassador Professor Julius Kibet Bitok will deliver the expected transition to Senior School come January 2026.

''I know him, he is able to deliver the remaining section of Curriculum Based Education (CBE)" SAID PS Belio, praising the new Basic Education PS Prof. Julius Bitok.

The two Principal Secretaries swapped their dockets in the President’s reshuffle. Dr. Belio who has been in Education sector for a total of 29 years in various portfolios will take over Immigration and Citizens Services from Prof. Bitok

‘’You can come to Nyayo House for your ID cards and other travel documents ‘' Dr. Belio extended invitation welcoming the officers to his new work station. He said he is happy to have served his ten years as a PS in the Ministry of Education.

On CBE Belio said the system has started well, progressed well and it is now in the landing section equating it to a plane journey. Dr Belio observed that the Competency Based Education has been airborne and is expected to land safely with expected maintenance during transition of Junior learners to Senior school next year.

Emotions ran high on saying goodbye were Dr. William Sugut Head Directorate of Secondary Education courageously calmed them saying it is un-African to out-do the hero in celebrations saying if the PS was happy the staff being left behind should equally be happy.
