KPEEL Result Area 1

This Results Area focuses on strengthening School-level conditions for teaching and learning to narrow learning gaps between schools in high performing counties and those in low-performing counties. The Program aims to promote equity by targeting counties based on;

·        Share of students achieving high-order proficiency levels in numeracy and literacy at grades 3 based on the 2018 NASMLA – Ten (10) low performing counties.

·        Schools in the informal settlements in the major urban centres in Kenya.

Interventions under Result Area 1 Include:

1. Results-Based School Grants (RBSG);

2. Improving teacher deployment in target schools with the highest Pupil Teacher Ratio (PTR);

3. Supporting school meals for vulnerable learners; and

4. Conducting National sample-based learning assessments (NASMLA).

DLI 1: Results Based School Grants (RBSG).

Number of Target Primary Schools receiving schools’ grants for completing Priority Areas in their approved School Improvement Plans (SIPs).The intervention targets a total of 5422 Primary schools.

So far, a total of 5422 primary schools have received their 1st tranch of the school grants. The targeted schools were drawn from:

  •  10 low performing counties in NASMLA 2018 (Mandera, Wajir, Garissa, Turkana, Samburu, Kisii, Siaya, Narok, Bungoma and Bomet);
  • Informal settlements in the major urban centers in Kenya:
  • Refugee Camps.

Achievements of DLI 1.

  • All the target primary schools developed SIPs which were approved by respective Sub-County Directors of Education. 
  • Target School received Tranche 1 of the Resource Based School Grants as follows;
    • Ksh 308.64M(US$ 2.572M) to 643 Target schools in Refugee Host Counties.
    •  Ksh 24 M (US$ 0.2M) to 50 Refugee Camp Based Schools
    •  Ksh 2.269 B (US$ 18.916 M) to 4729 schools in None Refugee Host Counties
  • All the Target Schools have implemented the Approved Priorities;.

    ·        Procurement of instructional materials.

    ·     Installation of routers for internet connectivity.

    ·         Provision and repair of desks.

    ·        Facilitation of Teachers to attend cluster meetings

    ·        Repair and purchase of WASH facilities.

    ·        Growing Trees

    ·        Information disclosure mechanisms, notice boards installed.

  • Progress in Improvement of Learning Outcomes; NASMLA Midline study conducted in June 2024 indicated progress towards improvement of learning outcomes in target counties as in the table;

 

Disbursement Linked Indicator (DLI 2):

This DLI deal with supporting school meals for vulnerable learners. Its being implemented by NACONEK.

It’s aimed at equalizing learning opportunities and improve learning outcomes in target Counties and for refugee populations by providing of at least one hot day meal to learners in the ASAL counties and refugee camps for each school calendar year.

Since the inception of the program, the number of learners receiving school meals has shown a steady and significant increase as shown in the table below.

   In term 1 of 2025, a total of 2,653,775 learners were fed as in the table above.  

 

CLEAN ENERGY.

In 2024, NACONEK conducted an energy assessment to identify suitable clean energy technologies in 12 selected schools under the School Meals Programme (SMP).

The goal of the initiative is to support SMP by ensuring food is prepared in a clean, energy-efficient environment, thereby reducing cooking time and carbon emissions.

Five schools were selected to pilot clean cooking equipment.

Findings from the pilot will inform the scaling-up strategy for clean energy adoption in schools.

 

Disbursement LInked Indicator (DLI) 3.  

This DLI is aimed at improving teacher deployment in target schools with the highest Pupil Teacher Ratio (PTR) and is implemented by Teachers Service Commission (TSC).   

New teachers deployed to primary or Junior schools with the highest teacher shortage.

New teachers recruited by the refugee host Junior schools with the highest teacher shortage.

New Teachers deployed to Junior schools in non refugee host communities with the highest shortages. Total 4765 teachers

Other Achievements in the year 2024/2025.

1. Recruitment of 39,550 teachers for Junior school.

2. Recruitment of 6,000 teachers for primary school.

3. Recruitment of 450 teachers for Secondary school.

4. Deployment of 468 teachers from Primary to JS.

5. Engagement of 20,000 teacher interns for JS 19,656 for regular Junior schools and 344 for SNE Junior schools.
